You want to be able to detect the enemy outside the range they can detect your scout. Failing that, you want to be able to detect them outside of the range that they can have missile fire control on your scout.
As to whether you have sensors on them or rely on colony sensors, I try to put a sensor buoy on every jump point, so that I have some warning about someone else walking around in my space. My colony defense philosophy is to try to contain damage with point defense, and to provide information to my empire on the nature and number of the attackers.
