Yes they do.

If you haven't struck them just the NPRs haven't gotten into shooting matches

I have run a few test games with 10 NPRs with high generation chances and even still some of the games they never got into xx-second increments

Others happened quickly

In VB, I would frequently get periods of hundreds of 5-second increments or 60 second increments, when NPRs were fighting each other that I had no contact with.

Has this been changed in C# so that this is hidden and the increments still appear as normal to the player?  Just wondering, because 40 years into my current game I've never gotten those periods of short intervals without actually being in combat myself.  Or does this mean that NPR fleets just haven't been fighting each other at all?

I'm using 1,000 max systems, 4 starting nprs, 45% generation chance for both player and NPR.
