I have two suggestions to extend this:

1 - Allow minerals to be created as civilian contracts to allow civilian shipping to move resources for you

Hello, I have a couple of suggestions on how to improve the civilian sector.   

Colony population: Instead of just marking them as sources/destinations for colonists how about if you could set a target population? Then you could make sure you have enough workers for your installations without having to worry about the civilian sector moving the entire population somewhere else.   And colonies would dynamically change between sources/destinations for colonists depending of if they're above/below the threshold

Shipping Lines: Mark which shipping lines can accept government contracts.     This is so you can move a lot of installations at once but still leave some shipping lines focused on the civilian economy to keep it running, f.    x.     moving free infrastructure to colonies that need it, keep trade going etc.
