Thanks, it was the minimal fuel was was set too low at 25,000.  I raised the minimum to 100,000 and no longer have a problem with my tankers running dry.  I never noticed the minimum fuel setting under the Miscellaneous tab before.

How much fuel is on the tankers? It may be because 25000 is being rounded down to 0 percent of your fuel capacity.  Try giving the tanker a move order and see if it moves?

Under the assumption that you gave the correct orders, have you tried raising the minimum fuel level? It might be that the ships are unloading fuel too quickly, resulting in them emptying out within the time increment you have.

I am having the same problem with my tankers.  Did you find out answer to the transfer fuel problem?

I just started using 1. 12 and found that my tankers when they "Transfer Fuel to Colony" empty out completely, not keeping the 25,000 fuel I put in the Minimum Fuel parameter.  This used to work in 1. 11, my identical tankers unloaded all but 2% of their fuel.
Am I missing something? Or is this a new design feature?
