According to ISW4, page 7, 27.14.06.8, gunboats can land at spaceports, where they use 3 hull spaces each (out of the spaceport's 40 hull space capacity).  

This section doesn't mention smallcraft, but if it was me, I'd give spaceports capacity equal to boat bays, i.e., two points per hull space.  This means that a single spaceport module would have eighty points and could house forty cutters, twenty shuttles, or thirteen pinnaces or gunboats.

ISW4 module doesn't help...

Damned Galumpher-class PDC has 50 (SP) for 2000HS capacity, but they have 800 GB and 200 ast2.

Can't find anything specific in the Unified Rules. However, a large boat bay requires three hull spaces and has a capacity of 6, which is 2 boat bay points per HS. It would seems reasonable to apply the same logic to spaceports. However, that isn't entirely straightforward as a spaceport is 30 HS but can somehow handle 40 HS of ships. Nevertheless the 2 boat bays points per HS seems the most straightforward, which gives each SP the capability of handling 80 BBPs worrth of small craft

Nothing in UTM, have to check ISF. I'd go with 3 BbP per HS for capacity just due to BbS/M/L sizes.
