[ooc]You appear to be thinking of NPR Orbital Bases. Missile Strikes on PDCs inflict half the equivalent bombardment destruction as collateral damage. I believe that works out as 1-point of industrial damage plus 0.1 million civilian deaths for every 2-points of nuclear damage against a PDC.[/ooc]

The Jovian Syndicate would like to propose an expanded Zone of Exlusion Treaty to limit the potential for misunderstandings, protect civilian lives and ecosystems, and to provide a last recourse for any disagreement short of war.

Edit:
Treaty Specifications moved to Jovian Syndicate PR office to avoid cluttering the Martian Embassy.

[ooc]I think you forget the power of PDCs. You cannot handle PDCs without missiles thus Garden Worlds Treaty hinders a lot a faction to win war vs another faction. [/ooc]

Jovian Syndicate will propose a Solar Regulation Treaty soon. It will cover the two aspects Martian Union proposes and it will add another two important aspects.

[ooc]Precision strikes shouldn't qualify as 'bombardment', since killing a PDC doesn't actually seem to cause any of the effects that bombardment itself does.[/ooc]

On behalf of the Triumvirate of Venus, I have a few questions regarding the Zone of Exclusion Treaty. First off, while the Triumvirate is inclined to agree with the treaty, how do you expect to identify military vessels? If there is no method already in mind, we would like to propose the identification of civilian shipping in general. There's less risk of front line military technology being divulged in this fashion than by identifying every military ship, and arbitrarily designating what constitutes a military ship based on factors such as speed, or tonnage, refutes the possibility that there are reasons for both military ships and civilian to be large and small, as well as fast and slow. Without some sort of identification of what constitutes a military ship, the ZoE is effectively unenforceable, and while the Triumvirate would like to ratify it, there would be little point with it in its current state.

However, the Triumvirate will ratify the Protection of Garden Worlds Treaty.

The Martian Union would like to propose the following two treaties to establish some basics in regards to Interstellar Law.

Zone of Exclusion Treaty
Quote
Article I: In times of peace there is no reason for military craft to pass too close to settled planets of other factions.

Article II: As such every settlement of at least five million people and falls into a publically recognized claim shall have a zone of twenty five million kilometers in which military craft of factions other than those who have claimed the settlement can not enter into except in times of war or training.

Article III: As training fleets can not always avoid straying too close to a planet any fleets that are in training and may breach this zone must be publicly announced as in training prior to the breach and shall continue moving as is standard for training fleets.

Article IV: Factions are defined as the Martian Union, the Triumvirate of Venus, and the Jovian Syndicate. If at any time other factions form and become signatories of this treaty this article will be amended to reflect that.

The Protection of Garden Worlds Treaty
Code: [Select]
Article I: A Garden World is defined as any world which has a colony cost of 0

Article II: As Garden Worlds are assumed to naturally occur rarely and to create a Garden World from a non-Garden World requires a large investment of time and resources, the signatories of this treaty agree that Garden Worlds should be protected.

Article III: Garden Worlds should be free from the threat of orbital bombardment and as such the signatories of this treaty agree to never bombard a Garden World and conduct any warfare on such a planet with ground forces only.

Article IV: The signatories of this treaty agree that enhanced radiation missiles cause excessive collateral damage to civilian populations and as such will not bombard any planet with enhanced radiation missiles nor will they attack any civilian craft, or suspected civilian craft, with enhanced radiation missiles.

Public announcements made by the Martian Union will be placed in this thread for everyone to see.
