I am trying to make rpg for myself, i would like to have a few ships at the start, but how can i make ships instant, instead of waiting years for the shipyards?

After creating the design and with SM mode on head over the design misc table. You should be able to "buy" ships there under the relative section.
The SM mode on is only to ensure you can go negative points as if you starting without (conventional start) or if you end up using them all you will then not be able to spawn any ship.

One more question, is it possible to increase the maintenance supplies available?

No... I'm pretty sure you can not edit that, you also can't edit things like Wealth either...
You can however instant fill up a ship with supplies using SM so you do not have to be completely restricted to your starting amount of supplies for role-play reasons.
You can also if you are so inclined edit the database directly and then you can edit things like supplies, wealth and allot of other stuff, just beware that you can't submit bugs if you edit the database.

there is a trick you can do, make a ship with a lot of maintenance supply modules, say 100,000 MSP worth. Instant build it and order the ship to unload it at your homeworld. You can then delete the ship.
same trick can be done with fuel too.

You could also potentially hop into the DB and find the relevant colony on FCT_Populations, IIRC there are fields for fuel and MSP stockpiles.

Yes there are, although not everyone might be comfortable editing the DB, hence why i added an SM only workaround.
