Title: Charter Amendment

Might I make a suggestion that espionage acts be removed from the executive branch and embodied in an office outside of the government? The executive branch would, of course still hold rights to nominate the head of the intelligence body.

I do believe that this would be a good split, but I also believe that the intelligence body would not have much to do. All that a Minister of Espionage would do is once in a while request that espionage teams be formed and move around. That seems a bit too small of a job to be assigned alone.

We could do a many things, Vice Admiral, but we do not, because there is no reason to. This is one of those situations. Unless you wish to give the Senate a reason for your proposal, there really is no reason to do it. I'm sure that you have a reason, but we cannot read your mind so do inform us.

Well, an independent intelligence minister wouldn't have much to do, as was previously mentioned. Intelligence would seem to fall under defense, so if we had to put it somewhere that seems to be the best fit. Not to mention that many of the trained espionage officers would be coming from military service anyway.

A potential minister of intelligence could specify targets for espionage, as well as recruit teams.

I recognise Senator Davros

We current have nothing to spy on other then ourselves, and to form a ministry based on this, would see us divert funds to area we do not currently need. If I felt the President could not competently do the role now, I would support such an idea.  But at this stage, I could not support this Bill at this present time.

I also think that espionnage should be in the military, along with other kind of intelligence gathering (Interrogating prisoners and analysing wreck.)

Oversight and accountability. Too much power, if you will, incorporated into one seat could have potentially dire consequences. Plus, if the ministry is created now, there won't be a mad rush to create one later when decisive intelligence gathering is needed.

It is possible that some posts should be filled by the mandate of the senate rather than Presidential appointee.

A slight amendment to what I just proposed. Offices appointed through the Senate should not be filled by Senators.
