Title: Amendments

How will amendements be incorporated into existing laws? For example if Resolution 63-001 is amended at a later date, will that amendment fall under 63-001 or under its own bill number?

For clarity, I'd suggest both. Basically a new bil stating the changes, and changes are then added to 63-001
