On behalf of the Triumvirate of Venus, I have a few questions regarding the Zone of Exclusion Treaty. First off, while the Triumvirate is inclined to agree with the treaty, how do you expect to identify military vessels? If there is no method already in mind, we would like to propose the identification of civilian shipping in general. There's less risk of front line military technology being divulged in this fashion than by identifying every military ship, and arbitrarily designating what constitutes a military ship based on factors such as speed, or tonnage, refutes the possibility that there are reasons for both military ships and civilian to be large and small, as well as fast and slow. Without some sort of identification of what constitutes a military ship, the ZoE is effectively unenforceable, and while the Triumvirate would like to ratify it, there would be little point with it in its current state.
However, the Triumvirate will ratify the Protection of Garden Worlds Treaty.
