Open Sky order. Goddess finds the dragons the perfect race that match with her domains. For that reason she believes dragons will happily worship her. Order should not be very religius and not very organized. But each dragon should know she provides the enviroment they enojy and worship her for that.

That would be giving an order order. Basically, your avatar tells their chosen to do something. Just a bit of warning, not all will follow the Order (organization) or order (instruction).
