I found a planet with Star swarm troops(?) on, a CV of 520 and thermal of 75. Hmm my army is already on another planet and pacifying that population so I started to target this planets troops, the atmosphere reduced my laser to only 25% effectiveness but after one 12 laser salvo the population surrendered...
???Almost as the civilians are in command and orders its troops lay down their arms, plausible but strange...
So my question is: Is there only a military solution, destroying all military units or can I bombard a planet to submission without killing its troops?
Will star swarms even use ground troops?
