The fighter tanker is designated as a tanker, what I noticed is that once it got constructed, it did not have the 10% tank level but it remained full.
When it comes to the order, I tried everything and from both ships.
What's its minimum fuel?

Thank you It was the minimum fuel that misleaded me. It was automatically set to 28750 that is the 47% of 55000, usually the tankers are set to 10%, here it is where I got misleaded.

Make sure you've designated the refuelling fighter as a Tanker, by ticking the appropriate box in the top right of the class design window.

What command are you using for refuel? Is UTS-01 USS Carrabasset designated as tanker?

Try to give the ST-01 OV America command to refuel from stationary tanker. That is the command that will most likely work.

Fighter designation is automatic, so that has no effect on refueling in this case.

Your 'Emergency Refueller' is using a Small Craft Refuelling System, which can only be used to refuel small craft (up to 1000t). The ship you're trying to refuel is above 1000t.

I managed to get some colony ships stranded with no fuel, so I made a small tanker to go rescue them.  For some reason though, it's just not doing anything.  It's in the fleet and set to Refuel Own Fleet, but nothing is happening.  They're not moving, given that they're completely empty, but even if they were, I've already researched Underway Replenishment.  Any idea why this isn't working?

Check the minimum fuel on the emergency refueller, what is that set to? Its under the Priorities/misc tab in ship designer. Also make sure that the tanker checkbox on the class design screen is checked
