Unrest on Colony

How is the unrest thing working?
I have 490m pop on Luna unrest is rising there, but how to turn Luna into a "core" world?
I dont need any soldiers on Earth (got 1000 there) but there are no unrest there. i got 5000 on Luna but Luna also got its own ground troop complex so i can just make new soldiers there.

If they are unhappy about lack of protection you need military ships (with weapons) in the system. Ground units will just suppress the unrest, protection removes the reason for it.

"PPV: Planetary Protection Value. The value of this class in placating colonists concerned about military protection"

E.g. each Carronade provides 6 PPV for this early game ship.

If all you want is cheap PPV, you can use fighters, which means you don't need a shipyard.

This is 6 PPV for 21.5BP using base technology:

Unfortunately not.  A full sized BFC is simply too big and underpowered at that tech level.

The answer is why is your unrest increasing?  Is due to lack of PPV?  Put some units in orbit with weapons on them.  (PPV is determined solely by tonnage of weapons -- civilians don't care about armour or sensors or fire control or even about tech level.  One big barrel is just as good as any other.)

Is it due to overcrowding life support?  Ship in some infrastructure, quick.  (Or ship out some people.)

Is it due to un(der)employment?  Create (or import) some more industry.

Regardless of the source of the unrest, masses of ground troops will suppress it.  The effect is based on number of units, not combat strength, so use many infantry instead of a few big STO or heavy bombardment units.

The situasion is solved, i had a lot of groundunits,  but i always needed to build more, i  just  got my first destroyers, so  no more problems.
