What does this NPR think he's achieving?

I stumbled upon my first NPR. Yay!
If it is indeed their homeworld I found, they are rather puny.
After only 2 tries, I managed to establish communications.
They call themselves the Mirabar Empire.
After meeting one of their ships, a small 2450 ton craft, probably a survey ship, my fleet went to a gravsurvey point, and began surveying.
After a while, I detected 3 6400 ton ships, heading my way. This prompted me to turn on my active sensors.
The ships are capable of only 3700-ish km/s, while my fleet can go 5000.
The 3 ships proceeded to head directly for my fleet. When they were at about 100m km, my survey was complete, so I moved on to the next survey point.
Underway to there, I outran them, and they disappeared from my sensor.

While surveying the 2nd point, they caught up, and proceeded to advance towards me.
I let them, as I do not really fear 3 inferior ships.
Now, they have stopped.

At 10000 km from my ship.
They are hanging there, doing nothing, for the past 5 minutes.

What are they thinking? They want to provoke me into firing first, or what?
What else can they be doing so close to my ship?

The firsts encounter can change whole directions in relations.

If u ON Active,u can easy "appear" same as "HOSTILE" :  Missile acquisition posture

So BEFORE u use Active,think carefully.AND if u r in a Aliens colony's System..U are UN-welcome.For the firsts years.

When u have reach some good alliances,next u r everywhere welcome..:D

EDIT: Aliens ships co close,for me,probable r Gunned Armed vessels..so careful.DO NOT open fire firsts..but must r ready.

OR..otherwise most probable r SAME as ur: Gravsurvey:D

Hehe. The alien ships stalked me, at 10k km, for about 20 days, following me around as I surveyed some more survey points.
Then, suddenly, they moved away from their usual 10k km stalking range, and moved to 3m km, from where they started to launch salvos of size 4 missiles at me.
They must have gotten to a point where my ships in their system, using active sensors, pissed them off enough to attack me.

My AMM, and gauss cannons had no problem destroying the incoming groups of 3 salvos, 1x3 and 2x6 missiles. In fact, I shut down 6 of my 8 point defence missile launchers on my escorts to save ammo, and the remaining AMM missiles and gauss cannons were still enough.
My salvo of 4 MIRV missiles, split into 12 strenght 4 and they all hit the one ship that was using active sensors in the group. There seemed to be no anti-missile capability at all on the enemy ships. Unfortunatly, I did not take out it's sensor. It did take out it's missile launcher though, bringing the incoming salvo's down to 2x6, and crippled it's engines, reducing it's speed to barely over 2000km/s
I almost ran out of AMM. But the enemy ran out of missiles before I did, so I had some spare AMM left to fire at one of the enemy ships, sanding down it's armor.
I proceeded to close in on their fleet, and killed all 3 ships at point blank range, using my gauss cannons :evil grin:

Now, backing out of their system, having secured my side of the jump point with an ambush fleet, I'll let my skill 230 diplomatic team do it's magic on them to calm them down.
