I'm trying to launch a missile from Earth with a survey buoy packed within it but I can't figure out how to target, say, Mars or Jupiter or Saturn to launch it at them. Any help?

Click them, then on the waypoints tab of System Map click the "Last" button. That'll place a waypoint that'll follow the planet. Just target that.
