Yes? Don't recall it ever not being colonisable.

On VB6 it was not, however it would appear only if you created the Sol from system generation on custom start. From a standard start you would still had Luna at 2.

Yes, same with xenoarcheology with ruins.

Use the system view and select the planet in question - one of the buttons should be "create colony"

I searched for this but could not find anything and the wiki information is still out of date showing the old ground survey teams. I have three questions.

First, how does the ground geological survey work? Do I just make a ground unit equipped with a geological survey "truck" and drop them off on a planet?

Second, I scanned a planet with a ship that returned 0 deposits of anything but claimed that the planet was a good target for a ground survey. The problem I have is since the planet does not have any minerals it does not show up in the mineral survey window so I don't know how to make a colony to drop troops off.

Third, is Luna still colonizable?
