Population cannot be forcibly emigrated unless Sol or another system is invaded, and only in that system. This means that Orbital Habs and civilian shipping are the only way to move colonists.
"Available workers" are people willing\able to work for what the government pays.
Financial Centers are any government activity that makes more money than it costs the gov. This includes things like making consumer goods, providing services, loans, whatever.
Style is of a personal commentary of a Tyrant, selected to prioritize government goals in the long term. Since his every movement\action is logged by historians, the tyrants journal is much more of a commentary, like you might see in the extras menu on a DVD

By February 1st, We had civilians mining on Deimos and Phobos. Prime Minister Potter, decided that this sort of activity was to be encouraged.
Survey ships had found many deposits all throughout the system, and it would be difficult to mine them all under government authority. Only Luna and Mars were excluded from this policy, as there were plans to colonize both worlds. A jump point was detected, inside Earth's orbit, but with the promised "Jump Drive" and "Jump Gates" still failing to have materialized, nothing has been done. Tankers, Barges, and Sloops were still under construction, but the Enterprise Carrier Group and Belleau Wood taskforces were training already. Follow-on production has been delayed for the Enterprise class, pending a redesign now that we know Jump Points exist.

April 1st, the prototype "gate" building unit was done, and being assembled into a ship. Small drone prototypes of the new "jump drive" have brought us images of the far side of the point, a planetless system surrounding Proxima Centauri, our nearest stellar neighbor. If the scientists are right, there will be more points there, probably leading to Alpha Centauri. The Enterprise class carrier redesign is ongoing, waiting on the promised Jump Drives to be perfected. If they are not done soon, maybe we can incorporate a gate builder?

September 1, the redesign of the Enterprise class is done. The engineers practically cackled with glee as they took virtual hacksaws to the design specs. 3/8s of its hangar deck, gone. Magazine space reduced by 35%. Redundant sensor systems intended to allow it to operate alone, gone. Half of its' countermissile launchers have had their highspeed reloading gear stripped. Armor fileted to the bone. 4th fighter wing, grounded. Support craft, reduced by another quarter. PD Interceptor wings cut by 2/3rds. A thousand tons of various other items, gone. The jump drive, however has been shoe-horned in. Maintenance supplies have been increased, and the engineering section enlarged. In fact, it looks like there might even be a slight increase in maximum speed. The shipyard is already gearing up for the retrofit.

Alpha Centauri has 11 JPs - Heimdall's hairy buttocks, what next?. 4 terraformable worlds, resources all over the place, that's what. As soon as possible, we need to inflate some Rama-type habs and get people in there. Automines are headed that way, and barges will be making regular pickups of the results until we can get people in there to use them locally. The plan for now is to gate all the exits from the system, and decide on gating the far sides after a thorough surveying.
The Enterprise CBG ran into some kind of robots in Lacaille 8760 - easy fight, no damage from the bots. The TF CO overreacted a bit, and may have expended too many capital missiles, instead of waiting for the enemy to close more and his (already launched) torpedoes to finish their runs. We're going to have to design some kind of salvage ship to get in there and analyze those wrecks.
The Enterprise, CV-1 herself, needs an overhaul badly. She's become an orbit queen here in Terra until we can develop enough capacity to do a proper overhaul.

CLG 1, consisting of the light carriers Belleau Wood and Cabot, has taken over the survey duties while we wait for the CV-2 Africa to come online. Three Burkes from DDG2 ran cover, and Luyten 143-23 was full surveyed. A few good mineral deposits and a terraformable world. Also, 1 more JP, which has not been explored yet. There are still 4 unknown JPs in AlphaCent. Lesson learned - 2 CLs are not enough to do a survey quickly, before crew fatigue sets in, and maintenance issues start to creep in. The suggestion has been made to decrease the CAP in favor of more grav survey craft but Im leery of the concept. Once we have a 3rd Carrier, and the Zumwalts come online, I'll consider it.

Africa came online, and the Enterprise CBG, sans the Enterprise, left with her today to do surveys. The Zumwalt design is finalized, and ships have entered production. It is a new concept, a Destroyer Leader with a new military-grade jump drive, and energy armament instead of missiles and torpedoes. 12 turrets, each with a 4-inch UV laser cannon, firing every 40seconds. It also has a dual-mode dual target system, and the new Delta shield generators, a first for the fleet, along with another first, Laminated Composite armor. This is a Flight 1.5 design, and hopefully will not need much upgrading once Flight 2 comes online. Need to saunter over to one of those labs and see if I can get some straight answer from them about when I can expect new and improved engines for the Flight 2 program.
At least people have finally started moving to Luna. 5yrs, and they've just cracked one million residents. The terraforming crew says they've even managed to get on third of a percent of pressure outside the domes. Now, it takes about 95 seconds to die on the surface, instead of the previous average of 94. O, Progress, how wondrous you are!
