State of the Federation, 2094

To all appearances, the Federation is stronger than ever before.  An abortive rebellion on the frontier was put down decisively by Federation naval strength and ground troops acting in concert, thereby demonstrating the resolve and determination of the Federation Council.  In addition, the Ogema have been successfully integrated into the Federation as a full member state, with only a few restrictions beyond those imposed on the human member states.  The standard of living of the entire Federation has increased significantly, particularly on Earth and Ogema.  Open rebellion and rioting have decreased across the board since the fall of the Republic of Terra Nova, largely as a result of the effectiveness of the new Federal Security Service (FedSec), at least according to propaganda put out by the Federation government.

The Federation Council follows a policy of forcing specialization on its population centers as a way of controlling them.  Their theory is that if no population within the Federation is diversified then none will be able to survive on their own, making open rebellion either impossible or at the very least very unlikely to succeed. 

Federation Population Centers:

Ogema
Ogema Prime is the largest single population center in the Federation.  Ever since the conquest the Ogema have been model citizens, and Ogema Prime moved from conquered status to a full member state in a remarkably short time.  The Federation Government of Ogema attributes this fact to the thankfulness of the Ogema people to the Federation for their liberation from the regime that had abused them for so long, as well as the fabulous new technologies brought to Ogema by Federation scientists. 

Ogema is considered a full member state, with the only significant restrictions related to Ogema service in the military.  Currently, no Ogema can serve in either the ground forces or the navy.  While there is some pressure from Ogema to change this, the Council has shown no indication that they intend to change this exclusion any time soon.  In addition, the Federation Navy maintains a naval base on Ogema’s Moon, called Advance Base Victory, and the entire moon has been placed off limits to the Ogema.  Since its designation as a naval base, the Navy has built several PDC’s to…”monitor and defend” Ogema space.   While the Council claims that the PDC’s are present to defend Ogema Prime, no Ogeman could miss the fact that those PDC’s loom over them every minute of every day.  While no Ogeman can currently serve in the Federation military, there is no restriction on their serving on the Federation’s civilian hulls.  In fact, all Federation civilian hulls are built over Ogema, and approximately one half of new civilian hulls are crewed by the Ogema. 

In line with the Council’s specialization policy, Ogema has become the Federation’s mining center, with the population focused primarily on mining the planet’s huge TN resources.  The Council has authorized a minor construction capability on Ogema Prime due to the expense of consolidating production on Earth and transporting everything produced there back to Ogema.   

While the Council has publicly lauded the Ogema, and the Federation Government of Ogema, they do not particularly trust the aliens.  This fundamental distrust has led to the Ogema exclusion from the military, and means that a large proportion of the Federation’s military is stationed either at Advance Base Victory or on Ogema.  The Council’s distrust is largely based on the fact that the Ogema outnumber humanity, and the Council fears that if given the chance, or even anything close to a level playing field, the Ogema will dominate the Federation.

New Ogema
New Ogema is the first Ogema colony world.  Established on Giclas A-II, the colony was built to exploit the ruins found on this planet.  After the colony of Ogemans was established, Federation transports ferried all existing research centers from Ogema Prime to New Ogema.  The Council has authorized the expansion of the research center here, a process that will be ongoing for some time.  Material found within the ruins has given the research center a significant boost to missile related research.  New Ogema has significant deposits of TN resources and a significant portion of its population works in mines as well.

Giclas A-IV Moon 7 is the location of a mining outpost consisting of 11 auto mines.  This moon has significant deposits of corbomite and gallicite at high availability levels.  This site will be expanded once additional auto mines become available on Ogema.

Dvorte
Dvorte is the second Ogema colony world.  Established on Gliese 205 A-II, this colony was also emplaced to exploit the ruins found on this world.  The artifacts found on this world will give a boost to bio/genetic research, an area not currently valued by the Federation Council.   Once transport resources are freed up mines will be transported to this colony to exploit the large mercassium and uridium deposits found here.  Currently no production, research, or mining assets have been emplaced at this colony.

Earth
Earth has largely recovered from the nuclear winter that almost killed off humanity.  Between the die-off and the large numbers of people shipped to the colonies, the population of Earth has been reduced to approximately 7% of its former height during the early 2000’s.  Life has improved in most of the cities, although civil rights remain very limited in American and Russian controlled areas of the world. 

Earth remains divided between the four major powers, and although all four are subsumed into the Federation, they remain very much separate within the overall government.  In addition to the national divisions, both the Russian Coalition and the United States control restive native populations that they have prohibited from assimilating, preferring to maintain them as subject laborers.  The Federation has prohibited the national powers from possessing TN weapons or troops, although there are persistent rumors that all four have built clandestine TN armaments programs.  In addition, all four national powers have expended significant amounts of effort to build up “national” crews within the Federation Navy.  The Council is aware of this activity, and has gone to some length to disperse these crews when discovered.  FedSec is responsible for ensuring the loyalty of the crews to the Federation, rather than any national power, and it takes its responsibility very seriously. 

 Earth is the Federation’s primary construction center, and is completely dependent on resources shipped in from various mining sites throughout the solar system and from those located in other systems.

Note: Earth currently has a worker shortage of 6.28 million.  Plans are being made to transfer a significant percentage of the fuel refineries on Earth to Mars to alleviate this situation. 

Luna
Luna is the Federation’s capital, and also the center for most of the Federation’s R&D teams.  Luna’s population is generally considered the most loyal of all of the Federation’s populations and was drawn from the portions of the middle classes of the four nation’s on Earth that were the most loyal and beholden to the Federation.  Civil unrest is almost unknown on Luna, and is almost entirely limited to civil areas limited to the servant classes brought in to handle the few remaining service positions not automated. 

Both the Army and the Navy have their headquarters on Luna.  The Army tends to send most of its units to either Luna or Advance Base Victory when not needed on other missions.  They are thus free from influence from undesirable elements, and can be transported into action whenever needed from those locations.  The Navy has built several PDC’s on Luna both to defend local space and to remind the populations on Mars and Earth that the ultimate power of the Federation resides on Luna. 

Luna has no TN resource deposits, and its population is almost entirely devoted to governmental services, the finance sector, or R&D.

Mars       
Just as Luna’s population was drawn from Earth’s middle classes, so was Mars’ population drawn from the lower working classes of Earth.  Mars was intended from the first to be the Solar System’s workhorse.  The Federation’s huge shipyard complex orbits Mars, capable of building over 300,000 tons of warships at a time and employing 37 million Martians.  Millions of ethnic South Americans and South East Asians volunteered for BuReLoc’s transshipment campaigns as a way of escaping the radiation and back breaking labor of Earth, only to find that they were expected to give even more on Mars. 

The Federation Council maintains an iron grip on the workers on Mars, and has acted to crush any sign of rebellion or strikes before they can become organized.  While this has led to an apparently passive population, rebellious attitudes run deep and the Council, and FedSec, constantly worries about rebel groups and unrest hidden just beneath the surface.  In fact, the Council’s iron fist has driven all dissent deep underground, in some cases literally, and led to a compartmentalization of groups in an effort to survive.  The only thing that has prevented an all-out rebellion at this point is the fact that the local resistance groups know that even if they defeat the local troops, which is certainly not a sure thing, the victorious rebels would have no way of defeating the Federation Fleet, or the massive troop force that the Federation could ship to Mars if needed.

Terra Nova
Terra Nova, ever since its short-lived rebellion, has been a model Federation population.  FedSec has a significant presence on the planet, both in terms of uniformed military and non-military enforcement officers, ensuring the continuing loyalty of the planet to the Federation.  Terra Nova was settled primarily by European and American colonists from the lower orders, later leavened by groups of political undesirables and outright criminals shipped in by BuReLoc.   In 2084 the Council ordered the deportation of twelve former Council members, their families, and their supporters to Terra Nova.  The former Councilors were not trusted by the rebel Republic and they maintained a low profile throughout the entire rebellion.  In the aftermath of the rebellion several of the former councilors rose to prominence in the new Federation government on Terra Nova, partially rehabilitating themselves. 

The population of Terra Nova is composed primarily of miners employed in the large-scale mining effort both on Terra Nova itself and throughout the rest of the system.   

In addition to the mining effort on Terra Nova, Federation mining concerns have two mining outposts in the system, one on the innermost planet of the primary system, and the second on a moon of a gas giant in the “B” component.

Alpha Centauri B
The colony on Alpha Centauri B-III has largely been forgotten by the Federation.  Originally named “Destiny” by an obscure BuReLoc official, the colony has since been renamed “Refuge” by its population.  Shortly after its terraforming and establishment, population transfers were discontinued first because of fuel shortages, and then because of worker shortages in the Solar System.  Once those problems had been resolved the Federation Council no longer saw any reason for the colony in Alpha Centauri.  The system itself is a dead-end, and the colony, in the B component, is far from the jump points, which are clustered around the primary star.  The colony had originally been intended as a central repository for the mining efforts in the system, and for the fuel harvesters orbiting Alpha Centauri A-I, but after establishment it was noted that it would be easier to return to the solar system than to travel to the B component.   All of this means that the colony is a backwater, and will not be augmented or expanded any time soon. 

The colonists on Refuge come primarily from the European Union territories, and were for the most part considered political undesirables by both the Union’s government and the Federation’s government.  While the colony is small and day to day life can be a struggle at times, the colonists actually enjoy the distance between them and the Federation and do not wish to have closer ties.  FedSec does maintain a presence, and like all colonies there is a FedSec battalion stationed on Refuge.  Refuge itself has no TN resources, and no further transfers of colonists are anticipated. 

Fourteen fuel refineries orbit the innermost gas giant of Alpha Centauri A.

The Alpha Centauri binary system has five mining outposts in the “A” component:

Teegarden’s Star
This system has no populations.  There are 3 mining outposts scattered throughout the system, and no less than 18 fuel refineries orbit the gas giant known as “Six”.  This system sees a significant amount of traffic due to its location in between Ogema and the Solar System, and there are Courier Network ships posted at the jump points linking it to both systems.  As a critical link between the Solar System and Ogema the Federation Navy maintains a small base on A-II, a small frozen planet with a nitrogen/methane atmosphere .  This base is primarily a listening post, monitoring traffic throughout the system.

Eta Cassiopeiae System
This system is intended to be a massive mining complex for the Federation, and will be the focus of the Federation’s efforts for some time to come.  The system is 6.9 billion kilometers from Earth, well within range of the Federation’s colony ships and freighters.  The current plans are to terraform at least four worlds, all to be populated with human populations.  Four additional planets and moons are being considered as well.  Eventually massive mining complexes will be set up throughout the system to exploit the numerous other worlds and moons with significant TN resource deposits.  The Council is currently not sure where the colonists will be drawn from, as the three primary human worlds have very few free workers, but in spite of this the Council is determined to make this a human system, perhaps to counter-balance the growing Ogema dominance in resource extraction.  Currently terraforming has just begun on B-III, and freighters have been assigned to begin transferring automated mines to A-II moon 7.

Federation construction brigades are currently working on B-III to open the hundreds of stasis crypts found there.  Artifacts found within the alien installations indicate that research facilities operated here would gain a significant boost to research focused on construction and production issues, however, the Federation currently has no plans to transfer any scientists or facilities here.

Federation Fleet
The Federation Council views the Fleet as the final arbiter of Federation strength.  With a near-constant low level of civil unrest common throughout the Federation, punctuated by occasional large-scale uprisings, the Fleet is seen as an unassailable source of strength, far beyond the reach of potentially rebellious planetary populations.  In line with its perceived importance, the Federation Council spends a significant portion of its time worrying about the loyalty of the officers and crews that make up the Fleet.  Fleet crewers are paid significantly better than their civilian counterparts, and the officers, in particular, are plied with benefits not available to normal citizens.  FedSec, which tends to mirror the Council’s concerns, for obvious reasons, also tends to devote a large amount of its time and resources towards ensuring the loyalty of the Fleet.  While the Federation Fleet does not, quite, have “political officers”, only the most naïve captain is unaware of the fact that their crew will almost certainly have several persons who are reporting to FedSec, if they are not outright employed by the security agency.   

On the surface the Fleet is loyal to the Federation and the Council, and to all appearances it is a monolithic entity unshakeable in its dedication.  Just below the surface, though, the Fleet, and in particular, the officer corps, is riven by national rivalries, secret agendas, empire building, and influence peddling.  The officer corps is more or less evenly divided between personnel from each of the four national regions, but the actual loyalties of the officers themselves is amorphous and changing, and poorly known at any given time.  The Council, using its tool FedSec, constantly monitors the officer corps for both obvious disloyalty and less obvious plotting.  Over the decades there have been several near-purges of officers.  FedSec’s predecessor Internal Security usually claimed the arrests were for conspiracy to defraud the government.  In the most recent example, IntSec heavily hinted that the arrests were related to a normal misappropriation of supplies type case.  It was commonly known throughout the Fleet that all of the officers involved were Russian nationalists and the highest ranked officer arrested, Rear Admiral Konev, was known for his close ties to the Russian government.  No one missed the fact that Admiral Konev, after being convicted in a speedy, and secret, trial, was sentenced to serve his time in a prison in the Russian area of control.  This was viewed as a sop to the Russian government after the fall of their rising star.
