Editing of planetary atmosphere?

I'm trying to make a planet population elegible but don't find an SM modifiable setup.  Is this currently only changable in the database?

Convoluted steps. Need to be in SM Mode.

F9 System window. Select the planet. Create Colony.
F2 Economics/Terraforming tab. Add/remove gasses as needed. Click the SM Set button.
