Luxury liners don't need cargo handling?

I just noticed, when designing a luxury liner, that there is no load time for them in the left tab of the design screen, contrary to the freighter and colony ship, which do have load times.

In the tutorial about commercial shipping, the design for a luxury liner does have cargo handling systems though.

Bug, or mistake in the Tutorial?

Well, no idea if it's a bug, but keep in mind their capacity is low when compared to a colonyship.
