When 6.2 arrives and I can do a SM based game, I plan a new scenario and storyline.
The heading is called The Clans. The Clans with be a race of aliens, that have a strict hierarchical structure, that influence the governing of the world.
There will be 5 major clans
The Harodoki - they use -san at the end of there surname. A warriors clan.
The Marbalines - they use -yin at the end of there surname. Explorers
The Azuria - they use az- in the front of their surname. Peace makers
The Tenets - they use st. in the front of their surname. Inquisitors
The Oglian - they use ian at the end of their surname. Industrialists
Groups Primary Traits
Harodoki - Belligerent, Introspective, Defence and Weapon Research, Sacrificial.
Marblines - Peaceful, Explorers, Expansionism, Sensor and Propulsion Research, Inclusive
Azuria - Peaceful, Introspective, Construction and Logistic Research, Inclusive
Tenets - Belligerents, Expansionism, Propulsion and Defensive Research, Sacrificial.
Oglian - Opportunists, Expansionism, Construction and Biology Research, Sacrificial
Administrators are brought into the fold, and hold a position on council till they die, these administrators direct policy based and budget restraints based on numbers of representatives.
The administrators have final say on shipbuilding and designs as well as construction ratios. The shipyards can only build the hulls and fit components. So all manufacture must create the components not the shipyards. Unfortunately this makes the clans slow to adopt new technology.
Other house rules
Scientists can only research in their chosen field.
Contact with Aliens will be based on who is power on outcome or desired route.
Decision of the administrator will be based on clear attributes or a roll if not clear.
In this 100 system limit there is 'The Outcasts' these will be 2 alien races that were outcast from the world or system by the clans, as there was three sentient species in the system. The Religious order have 99% control in the clans at the time, and tried to exterminate the other species which escaped elsewhere.

The jumpgates will have a 85% chance of NPC, this is due to the jumpgate made by an older race, that are in place but need to be activated (Built) and they selected mostly sentient planets to build.
