Due to the soon to be new class of engines and the crisis of not having fuel.&nbsp;  (A new battleship was launched and it lacked both fuel, and missiles to put in it!)&nbsp;  Whitehall and the beancounters decided that a extensive fleet review was needed.&nbsp; Even with the victory over the Tau Menace (Spoilers), it will not save the navy, and in fact may result in cutbacks since the threat to Sol is less now with that victory.&nbsp;  This will also be a bit of a word dump, but people rarely put logistical or other craft here, so I felt might as well show the entire fleet off.<br /><br /><br />The Fleet is in 5 divisions <br /><br />1.&nbsp; Scout Service (which includes Jump Tenders)<br />2.&nbsp; Void Fleet - the stuff that directly related to military matters<br />3.&nbsp; Marines - Dealing with Army units, both transfers to colonies and space-born military.<br />4.&nbsp; Logistics - Cargo, Colony ships, and tankers<br />5.&nbsp; Militia - units intended for system defense, and not to strike the enemy.<br /><br /><br />Scout Service<br /><br />Alexis Bledel Jump Tender <br /><br />

This will be a new AAR series, this is background fluff. The computer with Aurora is being used for other tasks so I am writing something instead.



Okay class, you may remember last week we went over WWIII. The key things to remember is that in 2028 a full scale war broke out. 8 billion died, and the old nation states outside of a handful of small nations ceased to exist. Prior to the war, government was generally done by democratic government. However after WWIII, two large governments formed, the United Nations of Socialists States, and the Empire of the Sun, or Imperium Solis. Yesterday we went over the UNSS, or sometimes just known as the UN. A leftover from the pre-war days, they follow a communal system of economic growth and are lead by a premier, who is guided by the Politburo, which is a executive council. Promotion is by seniority. It is a form of Stalinist Communism, and leaders are purged if they are found to be disloyal.

Today we are going to go over our own history, can anyone tell me how our nation was founded? Yes Lisbeth?

"In 2078, Robert Moritani, who was a local leader of a settlement, was under siege by a group of bandits, and told them that he would make the sun shine on them to show them his power. As the naked sun had not been seen in that area since 2028. The Sun appeared, and those bandits became his honor guard. He proceeded to form a new country in the badlands. All those opposed to the United nations of Socialists states banded under his flag, and the Imperium Solis, or empire of the sun was founded. And has used found data-cores to rebuild the badlands.

"That is not incorrect, but the exams will want a more exact answer. Parliament consists of Nobles, who have been selected by birth or by the emperor himself to help lead us. There are a number of ranks, Dukes, Counts, and Barons, which are Hereditary, and Earls, who serve for life but children are not ennobled. "The right to be called to Parliament, the right of Kanly (or feud), and the right to enter the military academy"

"That is correct, but do recall that any of you, with good exam grades and a good references can enter the military academy, and once there, you are equal to all."

I am running out of time, but do recall that Parliament does set the budget for the empire, and reviews all appointments to government made by the emperor.

The bell rang and the kids rushed off to their next class. She remembered her service, working in a military unit that helped supplies get to isolated settlements and bring them into the fold of the empire, and defeating the communists rebels. She smiled at the photo of the emperor that hung from the wall, and she knew which student she would be recommending for the academy, not Chai Son, the son of the wealthy wool merchant, nor Samuel, who was a little too easygoing for military service. Lisbeth however had all the markings for service, more exactly the Navy. Sure her parents were poor farmers, and her father mind was enfeebled by some illness from his youth, but Lisbeth not only had the mind, she knew how to use it. She needed to talk to the Navy recruiter and get her in the Academy.

Over elsewhere someone pointed out that while democratic governments vs communists, and democratic vs empires have been done in a lot of multi-start AARs, there not been many (if any) where both sides where "Bad guys", namely, Communists vs.  A imperial empire.


So now it time to set up this as my next multi start AAR.

This Post I will go over the Communists side.

United Nations of Socialist States

Government:

The Government is carried out by a Politburo.  The Politburo is promoted by Seniority. 

There is several layers.

Premier:  The Ruler of the UN
Key Ministers: The Army, Navy, Treasury, and UN Security Services
Politburo: ~12 additional ministers

Promotion is simple.  The most senior in service (of that level) gets promoted upwards.   I have written a python script to give ages of arrival and natural deaths (or retirement to a dacha at age 75).   (So thus, a premier is only from the Army, Navy, Treasury, and UNSS positions, and those are filled by the most senior from the Politburo)


Purges:  Every year, there is a 1 in 100 chance that the Premier is overthrown, a 1 in 50 chance that a key minster is arrested, and a 1 in 25 chance that a politburo member is arrested.   Premiers and key ministers are shot, and lower ministers are set to the gulag, where they might be allowed to reenter, or might get shot. 


Economy: The UN runs on 5 year plans.  Whoever is the premier gets to set a 5 year plan(on 0 and 5th years), and premiers will have a option on Expansion or building up, and If the navy should be big ship/FAC/carrier in build.

The (first??) Battle of  Mars.


This is set in a game where due to treaties, all sides do not carry nuclear missiles.  And a crisis has been brewing, and now it has come to a head.  Also I set up for a big war and this is the opening battle.

When the alien ruins was discovered on mars, it set off a major international crisis.  While generally there was no hard claims yet, the ruins where located right next to the Free State Alliance Colony.   This caused huge issues as The UN wasn't going to allow the FSA, a collection of Pariah nations (Apartheid South Africa, Iran and it proxies,  Indonesia, and Burma) to claim exclusive use of the ruins, in fact, many in the UN felt that the FSA should be excluded from the finds themselves.   After a closed door session of the security council, the world knew the answer when the massive engines of the UNN U Thant, a Dag Hammarskjöld class battleship/Battlecruiser and two City class escorts the UNN New York and UNN London headed for Mars, and less then a day later was in orbit, sensors on.   The UN announced that any exploration and exploitation of the ruins would be handled under the UN committee for Alien Life and Technology, and it was searching all inbound flights to prevent the FSA from landing a research team to study the ruins.

The world held its breath.   The FSA had nothing like the U Thant, at 40,500 tons.   In fact, the FSA largest ships in the area where smaller then the City class Cruisers which where escorting the behemoth.  But everyone knew that the FSA could not ignore this.

Thus began the Battle of Mars.

00:00 Zulu Time, Nov 8, 2078.

Rear Admiral Haruko Takahashi sipped her tea and read the reports.   The UNN New York and her commander Capt. Christian Milioti and the UNN London's Vladimir Kravchenko reported all systems clear.   The U Thant massive sensor array had located a FSA Cruiser 27 million miles away on the comet Whipple.   She was the young star of the fleet, 38 and rear admiral, and 3 weeks after getting the command of the U Thant, it was given this mission for the UN Secuirty council. 

Conn-Sensors, We are reporting movement.  Bravo 001 is moving towards Mars.   

"Alert the fleet, rules of engagement are being updated."

"16 million miles and closing.   Ships asking for permission to engage" 

"Warm up the beams.   We have been given orders to go to the FSA fleet and warn them off or prepare to be searched for banned Xeno-techs. "

In union, the UNN fleet engines roar to life, heading to the FSA fleet.

Hail them again, they are to stop heading to Mars and stop with their threatening actions.  Get the naval high command on, I want permission to fire first.

Sir, Seven contacts reported, Three Orange Class Gunboats, and Three Swaard class gunboats. 

"Well..damn..  New York, you mark the Orange Class, London you have the Swaard, we will continue to mark the Cruiser.

Sir, the FSA fleet has not returned hails, but they have stopped.

Rear Admiral Takahashi sighed, perhaps there was going to be some sanity as her battleship flew to the small fleet of gunboats.

Sir, they have restarted their engines.

Eyes sharp, tell the UN we need that permission!

Zulu 01:03

Sir, the fleets have split.  We have a message from them.  "Stand down.  Stop your approach and we can discuss this like adults."

Conn-Tactical, The gunboats have speed up, new max speed is over 7600! 

This was not good, as their spinal lasers would have a hard time tracking such things.

They are in weapon Range.   Do we have permission to fire.
No, Rules of engagement is that we can only fire if they try to cross our bows or fire first.

The gunboats have turned around, they are trying to keep range with us.  They are not, I repeat not crossing our bows.

While some the crew seemed excited, she knew that soon she would be range of both the gunboats and the cruiser which stopped to pick up some last minute orders.

Zulu 1:16

We are in weapon range for all ships,

The U Thant shook from fire.
"The FSA is fleet is  firing, I repeat the fleet is firing.

"Return fire!"

The ship shutters again

"Where is my volley?!"

Then the power of the U Thant came into action.  While the fleet was far enough away not to face the cannons, the lasers started to carve into the armor of the FSA cruiser.  The New York and London reported hits causing venting on a gunboat each. 

The battle of body blows had begun.

The Cruiser is venting air, as most of the FSA fleet aimed it weapons at the Battleship, hoping a lucky shot might give them a chance.

Scratch the Veld and the Durban, they just became wrecks.  Then the U Thant shook, as one of the Beruit's laser cut right to the core of the ship.
"All systems functional, but we can't take many more of those hits."

Just one more left, Brave but foolish attempt, the last one is trying to get away.

"It does have speed on us."  Takahashi sighed, "Let us pick up survivors."

And thus began the UN-FSA war.

Historical archives would like to present this document presented to Gideon Wessex, First Emperor of Man, At the start of 2069.   

(OOC, this is 19 years into a conventional start.   I also had a rule that I couldn't hold off building ships as the powers to be would be unwilling to be defenseless.  Also since the Empire of Man has no concept of space combat outside of theory and fending off poorly planned terror attacks, some of the concepts might be odd to long term players.   Also I wanted to show some of the support craft, since everyone post their neat military ships, I thought it would be useful to show off a few generations of ships, including the ships that are in the background doing the heavy lifting so you can get your ships to fight things.  )

The Imperial Forces consists of the Navy, Army (Heer), Airforce, and Void Navy.   This document gives a overview of the Heer and Void Navy.

EMO -  EMO is  the Iowa based facility to maintain and overhaul the fleet.   It can maintain and overhaul ships up to 16,800 tons.   
Quartermasters office - the general storage of munitions, fuel, and other parishables is handled though the quartermaster office, and they are spread out across the Earth.
Deep Space Network - there is a 13 strong deep space network on earth.  However only six are reserved for earth use, and the rest are being held till locations are identified for the network.


Mars
Utopia Planitia Naval Service Yards - This Facility located at Utopia Planitia can maintain ships up to 2400 tons.   It currently also includes a large fuel depot, but that is currently being transferred to the Demos Anchorage.  There is talk of upgrading the Service yard to handle the cutlass class style ships.

Demos - Currently consisting of a deep space network sensor and fuel being transferred from Mars.  In addition, it will become a forward supply base that will have munition storage.  There is a proposal before Parliament for "Fort Demos" which will included armored bunkers and laser turrets.   

Deep Space listing posts - In addition to Earth and Demos, the nine private mining ventures and Titan have listening posts.   In addition, a listening post at New London is being currently established.

Future plans - In addition to future bases outside of Sol, the Jovian system with its almost 20 million people lacks base investment.   It is unsure if this time if it will be placed on Ganymede or on a smaller, currently unsettled minor moon.

Cutlass design group came up with a proposal.   To keep building the same basic design with engine upgrades and armor upgrades as they come into place, and as beam controls improve, inprove the technology.   Having a much longer range and powerful weapon system then the Aslan, it has replaced the Aslan in that role and there is plans to make a Cutlass Mk 2.  In addition, as they become obsolete, they make ideal Militia ships.

Militia

Currently, no ships serve in the Militia, however the plan is to place in most systems of any note (mining or habitation) with a local militia unit that can at least ID the threat, and stop or slow it down enough for the fleet to arrive.   Militia ships need to have long maintenance cycles and large amounts of duty station time as sometimes they will be sent to the back end of the empire.  At this time the plan is to ID craft no longer suitable for front line service, and then if there is more need, build militia specific ships.  Not all ships exiting the main service will be suitable for this duty.

I made some python code to generate royals and so on.   And I am going to use it to run the background in my first Aurora Game of 2018. 

Some rules for this.

1.  Running it as a imperial government.   Politics will exist, but not elections since I don't want to deal with that. There will be a imperial senate and more importantly, a imperial household. 
2.  Ships will not be able to be upgraded very much.   No engine or armor swaps.  only able to upgrade some weapon systems or sensors.   
3.  Conventional start since I like those starts
4.  The Military Industrial complex means that I will have a fair bit of ships, even when as a player it makes no sense to build stuff early on. 
5.  25 research, and 4 shipyards 800 million population start. 
6.  As always, I welcome anyone who wants to recommend ship names, propose ships to the bureau of ships, want to have your name put in as a officer, and so on.  Also of course, royal family members need names. 
7. Generally I will not, but I reserve the right to SM in stuff if needed. 
8.  My generator does give personality to the created folks.  So when a empire changes hand to the next one, there could be a change in both how the empire operates and priorities and so on.

I had the idea of building some long endurance inexpensive beam ships to be system/regional "Militia" units that could be the first line of defense on isolated systems...

But I am guessing that in game that is a silly idea since if any type of warship came though they would be wrecked before I could slow them down?

Going to be running a game of Aurora along with a Political Science simulation.  Woo hoo.

There will be a lower house (The Union Parliament) that gets elected every 5 years (on years ending on 0 and 5). Whoever has the Majority (and there might be coalition) forms the policy.  There will be a upper house consisting of "Senators for life". The Senate Will consist of 10 sentators from earth (the five major powers of Earth), plus 1 from any colony more then 5 million people. If a colony reaches 100 million people, they get 2 senators. In addition, the political parties using a formula get to appoint senators based on there percentage of seats in the lower house. (20% = one seat, and I hold the remainder so for example, a party with 5% of the seats will get a senate seat every 4 years).

One seat in the lower house is created for every 4 million people. Census happens every 10 years (on years ending in zero). each planet has there own vote for their seats. (So there a earth election, mars election, and so on).

Political Parties might have views on the following issues.  Fleet, Shipyards vs. PDC, Homeworld Vs. Colonies, Carrier vs. Ship of the Line, Private investment, expansion vs. consolidation, Xeno views.

Fleet: Numbers vs. Quality.
Parties that like numbers will build a lot of ships, and rather build then upgrade. Quality will upgrade ships and scrap bad ones to clear up manpower.

Shipyards vs. PDCs: Shipyards - want to build shipyards, PDC - want to build PDCs, Mixed, want to build both.

Homeworld vs. Colonies: Parties that are homeworld parties want investments on the homeworld, colonial parties want investments on the colonies.

Carrier vs. Ships of line: Carrier parties want to build carrier task forces. Ships of the line want to build ships not carriers and fighters. There is a mixed option.

Private investment: parties will prefer to support one shipping line, many shipping lines, or no public subsidization.

Expansion vs. consolidation - Expansion parties like to rapidly expand. Consolidation parties like to fully develop systems before exploring and settling new ones.

Xenophobe vs. Xenophile: Self explanatory

In many games I end up with stacks of old freighters,liners, and so on.

Is there a way (SM or otherwise) I can "donate" these ships to one of my private lines as a subsidy?
