Do auto-generated NPRs ever appear on methane worlds?

I know that you can forcibly create a methane breathing race. I'm just wondering if the NPRs generated when a new system is explored ever appear on methane worlds.  And if so, are the other parameters for world suitability the same as for oxygen worlds?  (e.g. temperature between -40 and +60)

You can see what is considered "suitable" in a tooltip in the game setting (NPR generation chance). And I don't think methane breather are in the game

Yes, methane breathers aren't working at the moment.  It is unclear if this is a bug (i.e. the code is in, but not being called) or if it hasn't been implemented yet (i.e. the code is not in C# Aurora).
