In my game, I've been running auto-turns on 20 minute increments for about two weeks of game-time, and only 1 minute passes at a time, probably due to NPR activity somewhere else. 

My survey ship which has a conditional order of "survey nearest body" never implements this order, instead just sitting at the last asteroid it surveyed for over a week.

However, if I click the "5 day increment" button for one turn, 2 hours pass for that turn, and the survey ship immediately gives itself an order to survey the nearest asteroid.

Clicking the "1 day" button results in a 30 minute turn, and the ship never heads to the next destination.

Can anybody explain what is going on here?

According to the post in the changes list:

Quote
Standing orders will only be checked if the increment length is greater than one hour.
