Depends what you have there. Ground troops can be "transferred" from the ground combat screen (although this didn't seem to work for the last unit for me, I just picked it up in a ship and moved it that way), installations can be picked up by freighter or just SM'd.

Yes, you can delete it. You should make very sure that there are no remaining assets though. Specifically the ground troops might still be legally in the original colony, even though they conquered the second. Also intel teams and such.

After my first ground combat (I took two undefended listening posts), I have two colonies on each planet. One was created when I unloaded troops (now empty), the other is the conquered alien colony. Can I safely delete the empty colony?
