I stumbled upon a small base of a race that has become a nemesis to me but it was on one of an ungodly number of moons in a largish system. Silly me, I forgot to jot down a note of its location in the notes tab on the galaxy map. The event log is long gone, any way to rediscover it without combing the system? Its got a very, very small signature so I haven't been able to find it just by planet hopping.

You can switch on Lost Contacts in the Contacts tab of the system map.

Deep Space Tracking Stations, I'm assuming.   A type of planetary installation.

you have to declare your own colonies on top of theirs, which is required if you're going to launch a ground assault in any event. As for your situation, bring in some DSTS if possible, large passive thermal sensor craft if not. with a big enough passive sensor on a ship you should only have to visit the primary planets to find whichever moon has a presence on it.
