Yes, though it's a moot point now. I decided a geosurvey craft orbiting their planet was causing undue antagonism, and decided to pull it back. As it moved towards the jump point, it was fired upon and destroyed.

Let the invasion commence!

IIRC, the diplomatic rating you see on the alien screen is your population's opinion of them, not their opinion of you :)  To increase, it you need to create a diplomatic team and assign it to the alien race.  Communication has only taken a month or two for me previously - are you getting the 'attemtping communication' log entries each time you run a turn?

I guess this more belongs in the bug forum, but I can't create new topics there...

I've been attempting to communicate with the Proxima Centauri Aliens #1105 for almost two and a half years, and while not failing, am making minimal progress- the diplomatic scale has remained between -30 and -40 for the entire time. (As a matter of fact, I'm preparing a large invasion fleet for when it is inevitably decided that communication is impossible.) So you can imagine my surprise, considering I have a diplomatic rating of -40 and no full communication, to see the following event announcement:
"Due to improving diplomatic relations, the Proxima Centauri Aliens #1105 has granted us trade access"

This might make my invasion a little awkward, to say the least...
