No more "Excellent officer"?

I remember in VB6 that from time to time you get the message that an excellent / good / whatever officer was recruited. But I have not seen it in C#. Do you know if that so-cool-and-helpful-for-rp feature was removed?

Or, do you remember what was the criteria to consider a recently recruited officer excellent / good?

Pretty sure this one just isn't in yet. There's also couple others like I think scientist death had a different event but right now all officers share the death event

Maybe they're just rare?
It was an 'Exceptional' Event.........  I'll see my self out.
