The Dac/Rank/Info tab, just set the commander level from the dropdown.

On one of the tabs (don't recall which) of the ship design screen, you can set the rank required.

So, I've got all these Lieutenant Commanders that I can't really do much with, but I'd love to give them their own command to play with.  With exception to my GSV's (and considering they're practically clones of their GEV cousins - with obvious exception, I have no idea how they're R1s while the GEV's are R2s), I've got no ship commands that are sitting at an R1 rating.  Is there a way to purposely design your ship for a specific rank level?  How are the rank requirements of ships determined?
