Only supply ship needs cargo shuttles, receiving ship does not have to be equipped with shuttles.

The "Resupply from Stationary Supply Ship" command definitely works, I use it regularly. Fistandantillus7, are you sure that you waited long enough to finish the transfer?

I was unable to get a ship of the class shown to transfer MSP to a ship that needed them. I removed all active and standing orders from the ailing ship. Every order with the word 'resupply' failed to do anything. It has cargo shuttles, where did I go wrong?  ???

You don't transfer MPS to a ship that needs them but you're taking MPS from a supply ship. That is if you have two fleets.
You need to use "Resupply from Stationary Supply Ship".

In the ship design Miscellaneous tab there is a "Minimum Supplies" value that should be set to 0 or a value that is lower than your supplier max capacity.

In the fleet window, I believe on the ships list, with the fleet selected there is a drop-down menu to control how the fleet automatically pulls supply from any supply ship in its ranks. I think this is set by default to not automatically transfer any MSPs.

There is a 'Maintenance Module' technology in logistics. Do I need to add that too? The description sounds like it is a Space Station module to replace a ground based Maintenance Facility. That does not sound like the same thing as transferring MSP. ARG!!!
This game is so frustratingly annoying and yet to tantalizing.
