I am using the very newest 6.43. I now tested that I only see that button when in designer mode, which is why nobody seems to know of it. Since 6.4 I have to be in this mode constantly, because those pesky civilian shipping lines just won't stop spawning, so I have to delete their newest offspring's ships, designs, TF's and engines every 5 years or so.
There is something a little odd here as you have an espionage team with no listed members but with an rating of 145, although I think that is because the Team Members listbox only populates when you actually select a team (it doesn't refresh when you change colony)

Ok, so I saved for insurance, and pushed it, but I all got was a T-Shirt "Pressed the doom button and survived", and this error:
It says "error in converting the data". It is possible to press the button again, but it just results in the same. This could be though because I don't have any NPR in this game yet, so I may test that later on those.
..Maybe this is a way you can help some NPR fully exploiting their planet, or even ruins if they happened to colonize a planet with some. I think they wouldn't create teams themselves, since they possibly don't even have officers, but with this you could help them out maybe?
...Or it is just a shade of a possible future function, just how some technology is in as either relict or not working yet.
I can not report this error, since it is designer mode specific.
