You need to form a new TG from the 4th tab of the TG screen (F12) using a node in the tree that's a child of the appropriate TF.  The pulldown on the 1st tab does not work.

One other thing...  The child nodes in the 4th tab are NOT TG (meaning a collection of ships that can be given orders in the 1st tab).  You can form a TG from the contents of a child node, but the children themselves are not TG.

Going off memory here...

Select the group. Copy group (right side). Then select the new owner and paste it.

I never managed to figure this one out. I ended up going into the naval organization tab in the task groups window and creating a new branch for my new task force, adding the ships of the task group I wanted to make a part of that task force to the new branch, and then creating a new task group from that branch. Bit of a pain, though.
