Diplomacy is a bit simplistic in Aurora.  There isn't much you can do: chase them, ignore them, shoot them.

In my last test campaign I had two Neutral NPRs (one of them I had a trade agreement with) who kept sending military ships into Sol system and parking them very close to my colonies. How do I handle this without upsetting them by attacking them?

I want to have a good relation with them but I certainly don't want them to park dozens of military ships within short strike distance from my colonies. They do seem to shy away from my active scanners, but other than that they seem to want to keep huge fleets close to my bases for some reason while if I did the same they would be pissed at me.

Should I just chase them around with ships with active scanners until they decide to leave the system?
