I was disassembling some plasma torpedoes when I suddenly was given Capacitor Recharge Rate 20.  I was at Recharge Rate 6 and was not researching it.

The event log recorded it as Research into Capacitor Recharge Rate 20 completed on Earth.  The two entries right after that stated that I had been given Capacitor Recharge Rate 8 & 10 from a friendly race.

I downloaded the event log to a text file and tried to discover how I got the tech.  Here are the records.

Anyone know what happened? Some strange fortuitous bug? I don't share Tech with Ciutric or anyone so it's very strange.  What is also strange is after destroying a large number of invader ships my diplomatic rating went from negative to over 40,000.  I could set them as allies, but I don't think they would return the favor.

You probably received it from the plasma torpedoes.  I don't know why the log shows this though.

Also, just because you don't share tech with them does not mean they do not share tech with you.  It's a unilateral move.

This. Additionally, if you have a colony on any of the same planets, you will sometimes receive their outdated techs.

As Person said, lower levels techs will be gained from "tech osmosis". Races you are in contact with will gain some of your older tech and vice versa.

All of the above being said, it seems a bit suspicious that it would all happen at the same time.  I wouldn't be surprised if the fact that you'd gotten some capacitor RP from disassembling the plasma torpedoes sent you (incorrectly) down a weird code branch that triggered tech osmosis at that moment.

Could it be that a colony was founded within that tick and then when it made the check, suddenly all of these techs were supposed to... osmosisize?

I suspect that there is some mechanic that provides races with Techs to ensure that they are not too far behind.  So, when I got the Recharge 20 tech, the NPR's got the lower recharge techs (5-10) and then Ciutric, due to them providing me with Tech from diplomatic rating, sent me the Recharge Techs for 8 and 10.   It's strange that right now I can research either Recharge 12 or Recharge 25.
