This is a bug caused by Aurora not cleaning up a previous game correctly. The POWs were on a population from a previous game that had the same ID as the population in your current game

None of my task groups have the option to load PoW's.  The wiki only talks about dealing with PoW's on ships, not on planets.

I see them on the Teams/Academy page, but there doesn't seem to be anything I can do with them.

How do I do interrogations?  I've never had prisoners before.
I think you just load them into ships, ideally into ships whose  commander has some Espionage bonus. You gain espionage points this way which will slowly tell you some things about their empire.

I just started a game, and for some reason, I have hundreds, and in a few cases thousands of POW's on many planets/moons/asteroids I've surveyed with a geology team.  For instance, I have ~1200 POW's from (Unknown Race) on Venus, and 1418 POW's from 6 unknown races on Ceres.

What is happening here?  Where are these POW's coming from?
