One thing that could keep colony ships occupied is ferrying civilians between colonies.  Its quite common for large cities or even nation states to regularly swap out large numbers of workers as the local needs change, aurora could certainly model that.  So, no huge net change in population, just delivering and picking up workers.

more civilian freighters and less colony ships.   I am flooded with civilian colony ships
