I do highly recommend the wiki. It's not necessary to play, but it's very helpful in understanding how to design things and run your empire.

So just to confirm, there are no published rules. . . ? And does that mean all combat takes place automagically inside the software?

There are no published rules, although there is a Wiki maintained by the players. All combat is handled by the software based on the orders you give - no manual intervention required.
