Leadership requirement for each level of Naval OOB chain, be that Admin Command or a fleet, is dynamic, based on highest commanding officer in the fleet at the lowest level, changing to +1 rank for each level above.
Shifting ships around with different CO levels would be changing the Admin Command requirements above that fleet, all the way up to the top. Putting a ship with a Flag Bridge and assigning an officer to that Flag Bridge (which is also manual only) would change the requirements of the entire chain above again.
The event log gives a notification once that you have an officer with a wrong rank at certain position, but that's it. Automatic "Naval Reassignment" just removes all officers from all admin commands.
This feature needs automation badly.
