I'm not sure if 20% hydro surface is the optimum, and therefore decreasing it would increase maximal population, or if it's a tool to terraform ocean worlds.

Between 20%-75% hydro extent has no effect on habitability for baseline humans. Above 75% carrying capacity of the planet drops drastically.

The only reason to change hydro extent in that range is in an attempt to get a more defensible dominant terrain.
