The hostile button is in the diplomacy tab.

Maybe  bug in the Soviet case. They did shoot back, but still neutral contacts. I still don't see a tick box there. Plenty of intel info tabs, but the only tick box I see is "Use Real Names". 

EDIT: Playing around with SM lets me set the relations to friendly, but I still can't see hostile. Must be a bug.

The easy way is to just start shooting.  They'll shoot back and Aurora will know.

Otherwise, maybe you're looking at the wrong window (It's the alien head Intelligence & Foreign Relations window) or the wrong tab or not recognizing what you're seeing, but to me the "neutral" and "hostile" tick boxes are pretty obvious.

I created a NATO v Soviet game with a Soviet NPR on Earth. The time has come that I want to try out the combat, but I can't figure out how to set the NPR as hostile. I can see intel on that window, but can't find any option to change relations. Also, has anyone gotten ELINT to work? I have some in orbit of Earth, but the Intelligence window is reporting 0 intel gathered.
