Is there any way of interrupting the auto turns to notify me when I get a new scientist.

I'm playing conventional and I have only 2 scientists at the beginning, so knowing when new ones arrive is important.
That's a pretty unlucky start, you should assign one of them to the academy to boost the chance of getting more scientists (as % of total officers) and/or build more academies.

If one is that low on scientists, I would keep them both working.  Assigning one as commandant is only improving the 10% chance of a new scientist to 20%, after all.  At five officers a year (assuming only one Military Academy) that's a 1-3 year delay to getting more labs into action.

Yes, exactly that.

If you have more labs than what your scientists can manage, then they are wasted.

Doesn't having no scientists mean no research is done? Even if there are labs?

Unfortunately, we cannot customize interrupts, yet. Steve has said it might be possible in the future.
