Yes.  There is also a random roll involved, but it is multiplied by the 'strength' of the strongest player-controlled empire.

NPRs grow on their own as much as they can based on their AI and their circumstances. They do not cheat like the AI does in Civilizations, for example, getting free units and tech advances to keep up.

starting NPRs are NPRs that start when you generate the "universe" and epxlore and do stuff on their own, you can still generate NPRs which is based off their generation chance and the habitable systems that have the required conditions required to support them.

That depends on the Player/NPR creation chance which is 30% by default and is checked at system generation when you first enter it.

What happens if in the New Creation Game I set the number of NPR = 0 ? Ok, no computer controlled opponent will be generated at the start of the game, but I think at lest one NPR will be generated after a while... how many time? Random? Never?
