Yes, it was 100% full, and also yes, it was tracktoring something... you think, that might prevent refueling?

The "minimum fuel" setting tells the ship how much fuel it should keep when it transfers fuels to other ships.
It would be more accurately called the "reserved fuel" setting.

Try setting minimum fuel to 0.  Minimum fuel is reserved for the ship's own use, so it is not available for refuelling other ships.

Does your Hub have a minimum fuel amount set?  And did the tug definitely refuel from the structural shell and not the colony on the ground (via Spaceport or something)?  Did the order take 45 hours?

The Log entry says that the TUG has completed its refueling orders, but no fuel gets transfered whatsoever.
Bug or am I missing something?
