Underway replenishment aside (which is apparently bugged according to the guy above me), neither the ships being fueled nor the tankers can have any kind of movement order while refueling. Additionally, you should double check on the class design screen that the minimum fuel for the tankers is set below whatever their current fuel cap is. Normally when you click the "tanker" box this is automatically set to 10% of the ship's total capacity, but this can get changed to something else pretty easily.

I've had problems getting the refueling orders to work as well.  I know underway replenishment is bugged, which iirc will be fixed in v1.12.  The only way I've found that works is to have the tankers in a separate fleet, and issue "refuel from target fleet" orders to the warships, targeting the tanker fleet.

I got a little force 16 navy ships (transport and frigates) i also got 2 "supply ships" with them, these are tankers, i was moving troops from one point to another, but my tankers refues to refuel the ships and i dont know why!

i have tried, refuel own sub-fleet, fleet and own tankers but nothing seems to work.
