Interestingly, you CAN dig up Genetic Modification facilities from ruins - they don't do anything, but they will consume workforce.

ya, for now i just dump them on a colony with no population (like one of Mars' Moons) so they don't 'waist' pop.

Why not dump them on a colony that has excess population (e.g. Earth)? That way their useless workers can at least pay some tax money to your treasury.
i'm not sure if they do produce taxes, and even if they do, 1 gen facility takes 1mil pop, that's the equivalent of 20 financial building which would produce many time more wealth. Also, my home world after less then 50yrs is usually running out of unemployed pops to the point i remove my refineries too and rely on refinery/harvester stations for my fuel production to free up pops.
