I encountered a similar error.
Since my method of fixing computer stuff is "FAFO" (not smart enough for actual debugging) I then copied the numbered *.pngs from this pack into the Aurora251/Medals folder to keep Steve's named *.pngs company and whaddaya know? - then it worked.
The location of the .csv seems irrelevant as long as you can point Aurora to it.
Your mileage may vary, as I never got to the "not in a correct format"-stage. - If it doesn't work, maybe try and recover an old save or worst case start a new game.

I made sure it was so before original install, and it was the default setting. I had to change nothing, and have never modified it.

Was it from the start or you did after?

If the DB was loaded even once with improper setting will stay corrupted even on new saves, you have to use the original DB from clean install.

I have my decimal as a period as instructed in the setup guide. Is there something somewhere else I need to change?

Seems to me you are trying to play Aurora with the wrong decimal setup.

I love this pack and it brings so much flavor to the game.
Please do continue creating this kind of content.
Maybe if you are felling inspired create a new set for a particular Role-play situation  ;D

Glad I looked for a bit, I found your first thread but didn't see a download link. It was the first result on google, mayhaps wanna drop a link to this new and improved one in the first post of the old one. Just a thought!  :)

NEW UPDATE OUT NOW - 06/06/24

I have decided to compile a new updated one as Steve quietly increased the original 60 conditions to 72 (Thanks!).

This pack comes with a handy CSV ready for new 2.5 games.

You can edit the CSV and if you use your own ribbons just overwrite my ones. Please if you report a bug highlight if you have modified the CSV and do not use any previous CSV file as there are major changes from a CSV to another

What is included:
CSV for all 72 conditions
Ribbons for Medal Conditions

How to Install
Off-Topic: show
ALREADY DOWNLOADED AND INSTALLED 1.6 OR PRIOR VERSION
Please note: do not use any previous CSV file as there are major changes from a CSV to another
Unrar/Unzip
Copy the files inside the folder Medals into the medals folder under your Aurora installation path: mine looks like this: D:\Games\Aurora C#\Medals
