Moreover, bombardment fills the atmosphere with dust and radiation, that create unrest in population, and take a lot of time to reduce.
It is better to dedicate terraforming to easier planets than Venusian ones, even if they often have good resourches: use automated mines to exploit them.

And no, missiles cannot be fired on an empty planet. You could make a colony on Venus, ship over a ground unit, click the Independence button on the Colony Window, and then shoot hundred big missiles at it. However, while this can cool the planet temporarily, it will not sort out the atmosphere - you need to terraform Venus the hard way.

I tried to launch a missile at Venus, but the missile just don't explode on it. I set a waypoint and fired at it, and also just with a fleet command
