Build some prefabricated PDCs to drop on your planets.  Just make sure that you either have factories on hand to assemble them or send an engineering brigade to assemble them.

That will give you a "no maintenance" solution to keep the colony protected.

If you put some barracks in there, you will also have a place to to shelter your troops if the planet gets invaded.

Your population does not want more troops in their colony, they want more warships/PDCs to protect them from an alien attack.

I had unrest start in a colony, no problem, numerous garrison battalions were stationed next door. A quick transfer of troops immediately brought the unrest to zero. Problem is now I have a continuous loop every five day cycle of unrest/ground forces reduce unrest to zero. The log states that the unrest is occuring because of insufficient protection. Can a certain ammount of troops bring unrest to zero and still not be enough to prevent it to begin with?
