Like you I have noticed that my jump designs often let me build the ship they were based off of, possibly some other related designs as well. Also the larger the ship/cost the more that you can do. Another place I find myself able to build more than one design is if I take a 100-120 hs space ship and scale it up to a 150-180hs design. The refit cost is usually under 20% to go from the bigger to the smaller class.
